The new Etobicoke Civic Centre (ECC), located within the transformed Etobicoke Civic Centre Precinct—formerly the Westwood Theatre Lands—is poised to become a distinctive and innovative landmark in Toronto. Encompassing 508,000 square feet, the ECC is a mixed-use building designed to serve as a vibrant hub for civic life and community services. The structure features a composition of tall volumes to the north, which accommodate municipal offices, while the lower levels to the south are dedicated to public amenities and programming. At the heart of the development is the Civic Square and podium level, which will host a full-service community centre offering lane and leisure pools, multi-purpose rooms, fitness studios, a gymnasium, and an indoor walking track. A new Toronto Public Library branch will also be integrated into the facility, alongside a wide range of community services including an art gallery, children’s services, the Civic Counter Strategy, Toronto Employment & Social Services, a Toronto Public Health clinic, a ceremonial room, and various public meeting spaces. The ECC will also house constituency offices and Council Chambers, supporting its role as a key civic institution. Additional features include retail space, bicycle parking, and dedicated back-of-house building services. Above, the office towers will accommodate municipal operations, while below ground, two levels of parking and storage will support the building’s functional needs.
